    I have pm'd the OP and heard back, the HB debt have awarded them an interim payment of HB which covers 3 quarters of the rent, this will continue for 8 weeks untill a second appeal is heard, the out goings they do take into consideration are utility bills, council tax and (if you are disabled and virtually housebound) home phone and Internet to keep in contact with the outside world AND, depending on the free view area, the basic sky channels.

    I wouldn't call £300 a week, plus DLA plus the free car a low income.

    I'm not aware of any household expenses, whatsoever, taken into account for a HB award.

    Means testing involves finding out what income a household has coming into it so HB calculations will be based on that, plus factors such as the LHA rate based on age/sex/relationship of occupants.

    DLA is ignored but so, too, are utility bills, telecoms, TV/satellite subscriptions. I don't believe for a minute that any HB claimant, disabled or otherwise, gets HB based on their outgoings, that's just fantasy.

    However, in an interim HB claim, the council will pay out a sum that they wish, as long as the claimant has given them all the relevant paperwork/info over 2 weeks ago - it's a provisional sum until the full claim is calculated, they can give what they wish.

    Sooo not only has the OP been called a scrounger she is now being called a liar! I will soon be in the same position that's why I'm taking such an interest I will soon find out what they do or don't take into consideration, I also live in a housing association house and LHA is not in force for them just now so the rent is the rent, no so called bedroom tax.

    It sounds like a lot of posters on here think they are benefit experts and know it all, but in reality don't know as much as they believe they do.

    For goodness sake it's not a free car, they give up their mobility element of DLA to get a "Free" car.

    It's good to know that some of those utility charges are taken into account for disabled people. Especially if they have higher charges because of their disability (like the water bill for extra washing)

    When you say sky basic package Iluvemarmite, do you mean like freesat?

    I still think the OP could lower some of the charges here by economising more with things like electricity, gas, even the phone/internet connection.

    I'm guessing this interim award is just that, I wouldn't count on it too much and try to live as frugally as possible over the next 8 weeks.

    The fact of the matter is that means tested benefits are based on income and not on outgoings.

    But that does mean that the OP doesn't have to fund the running of a car, loan payments and depreciation out of her £300+ income a week, like someone working would have to do.

    Don't get too excited about the second bit as it's wrong. Why would you get DLA care to cover additional washing costs and then get an allowance for it somewhere else?

    Pure fantasy.
