If they are expected to be painted then they will need rubbed down anyway which would mean that minor scuffs etc are irrelevant.
If they are not meant to be painted then you probably do have an issue.
Send the seller a polite email do not make any demands and just point out the problems. Through it into his court and see how he responds.
With my sellers hat on I get really irritated when buyers start shouting the oddds at me in the first email. If I was in the sellers shoes I would probably be thinking of 10%- 15% (probably the former) just to keep you happy.
If you feel it should be more as a seller I would be asking you to return the item.
the only other question is could it have been scratched in transit, that then introduces the "It wasn't like that when I posted it argument" which is just a pain to sort out.0 -
There not painted on any Hijet.
I emailled the seller late last night about the fact that there were scratches and marks on them. I didn't make any demands, I just pointed out my issues and left the ball in his court. I'm still waiting for a reply.
I don't think they could have been scratched in transit, they were in the factory bubble wrap. I don't think the damage could have occured in the places that it had ie the sides and predominatly the top front.
I'd be dissapointed with a 10 % refund for going from brand new, only out of the packaging for the photo, to 5years plus old, slight scoring and marking to sides and front although never fitted to a vehicle.

whenever i am interested in buying something from ebay.... i allways ask questions.... even if its just to confirm what has been written in the listing.... yes it might make me look stupid...... but allways ask questions ..even if its just to clarify......
i must agree with you that the wording is mis-leading.. as in new... it should have been unused.....
i sell vintage items....and i get clothing still in original condition.. with labels ..bags etc.... and i would not advertise them as 'new'.... but unworn....
all i can say is.....rather than talk about the seller on a public forum......and bringing them under the spotlight for... maybe shill bidding..... and now misleading....info...etc....
i feel you should have emailed the person.... as soon as you had the bumper.... and air your views to them... before us......and then if there was a problem.. then ask for adice...
