For transfers of existing ISA's this looks like a good bet.

Northern Rock 6.01% (fixed until 15.04.2008). Minimum deposit: £500. NEW
Account available from 22nd March 2007.

However what I would like to know is can it be managed via phone?

6.01% looks pretty good but is this open to customers from Northern Ireland?

I can't see anything on the Fixed rate ISA page that says it allows transfers in. Where does it say that?

Yes, it says in the T&C's, that Transfers into the account are allowed
