  • On putting "BPA" and "keeper liability" into Google I stumbled upon this interesting document from London Councils:

    As this document appears to be publicly available under the Web, following a simple search, and there appears to be no claim of confidentiality attached or any attempt made to secure it, I am naturally assuming that is a public domain document.

    Anyway it is an interesting read. Apparently they are expecting only 1% to appeal!!! 1%!!! I think they may have to revise that upwards a bit to say the least.

    So now Local Government officials, as well as the MoJ, DfT and DVLA, have all failed to notice the extremely large elephant in the room.

    You can only "appeal" against something that is lawful in the first place.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years.     Oh boy - I don't think they've thought this through!

    Another thought - once this strange beast is up and running will they obliged to respond to FOI requests, being a de facto public authority?
