As part of the Protection of Freedoms Act, Keeper liability will be introduced by Government on the proviso that the parking sector provides the motorist with an Independent Appeals Service (IAS) and that the service will be funded by the sector.
The BPA are developing this service to launch alongside ban on October 1st to ensure that keeper liability will also be available.
Members of the AOS will be charged for the set up and maintenance of the IAS. As with AOS membership fees, the charge is based on parking related turnover (see table below). Each member is additionally charged £27 for every appeal that is processed by the service.

As it costs them £27.oo per appeal and we do not have to abide by the ruling(unlike them) then I assume a change of tack is called for. Appeal each invoice and then say "s** off"

Don't they issue 2 million invoices a year in total ? If so then those fees for joining and annual look VERY low to maintain a quality and truly independent appeals process.

Totally agree that we need a change of tactics from October, with EVERYONE swamping this 'service' then ignoring the PPC after that. I posted as such on the pepipoo thread and felt we need a template letter...maybe the same one as pepipoo end up using, just to p'ss the PPCs off a treat every time they see it, day in, day out!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
