    Google chrome says it installs in seconds,it took over 10 minutes

    with a downstream attenuation of 62dB (or more - some routers don't report higher attenuations) you're only ever going to get a max of around 2meg sync. If any improvement is going to be made, follow the advice here:-

    I suspect you at least need to remove the bell-wire :)

    Does it make a difference which phone point the router is plugged into?,the one which the engineer used to connect the service is in the hall and the secondary one in the living room is the one i use,would that make any difference to the speeds?

    yes, any phone extension can degrade the broadband signal, and depending on how good/bad quality the extension itself is could add a few dB to your line attenuation.

    Check your line stats again with the router plugged into the Master Socket (hall, by the sounds of it) and again in the test socket (remove the face plate of the master by undoing the 2 screws and pulling gently forward, test socket will be seen). All this info is in the kitz page I linked to above for your reference. Whilst you have the faceplate off the master socket, check you only have 2 wires connected to terminals 2 & 5 (usually blue/white and white/blue). If you have a wire (usually orange or orange/white) in terminal 3, this is the bell wire and needs removing before you put the faceplate back on the master socket.

    Report back with those 2 new sets of line stats :)
