I think his new ploy is the scatter gun effect issue a few and hope for defaults, he has dropped a couple lately when a defence has been entered.

Does anyone know what the HMC&TS' threshold for a vexatious litigant is? Do they even have one?

At least he is funding the court system, or funding whatever pot the £25 fees end up in.

Has the pleb they call 'Hasbeen' not heard of the ruling be Justice Mcilwaine ?. Did he not say that PPCs have no legal authority to form a contract between a landowner and a land user?. Or was I just dreaming that ?.

I'm sure he has. If he files enough claims and one of them isn't defended, then he gets a default judgement. He can then claim to have won a court case, after and despite of VCS Parking Control vs. Ronald Ibbotson, HM Revenue & Customs vs. VCS Parking Control and even VCS Parking Control vs. HM Revenue & Customs (Appeal). If any victims file a defence, he drops the case. The potential PR is evidently worth the court fees.

Yes, but would he carry-on gloating if the victim of the undefended case were to counter-claim and win ?.

The OP, Lolamouse has very sensibly followed the excellent advice on here and posted a thread on PePiPoo forums.pepipoo.com/index.php?showtopic=71991 and will now be in good hands. Sorry Peter :D.
    That's OK.

Of course not. And he could always settle out of court.

Hasbeen is the sort of person whom will forget to remove a successful undefended case if it's successfully counter-claimed against and he ends up out of pocket.
