    As far as Atos concerned the best thing this government can do, not that it will because they're doing the governments dirty work for them, is dump Atos thus saving the taxpayer £100million a year as well as the cost of all the appeals due to the !!!! ups Atos make with the WCA.

    actually limiting CB ESA is one of the better ideas,i could save them 20% on dla overnight...just tax it
  • Pre History Lesson

    History shows from the ealiest days of man an axe was used to shape, split and cut, or as a weapon, it has two parts a helve and a head. So basically its a tool that can be used by anyone holding the helve.

    Modern History Lesson

    In the 80's British Steel desperately needed restructuring, apart from coal prices [Scargill] rising by 120% in a decade and the rise of competition from new rivals like Japan old rivals with deep-water harbours and their access to high grade ores such as France, West Germany, Belgium, and Luxembourg, which were now protected by the European Coal and Steel Community were on the rise. The Conservative government elected in 1979 at first announced that no more money would be available for BSC and in 1983 the Government brought in an 'axeman' to do thir budding called Ian McGregor, he fought off the very powerful unions and the industry survived for a while longer.

    My point is the political party holding the helve [Labour/James Callaghan] brought in the 'axman' called McGregor who previously dispatched Red Robbo who brought British Leyland to is knees, he performed the same 'axman' duties for someone else holding the helve [Margaret Thatcher/ Conservative] on British Steel and went on to [Margaret Thatcher/ Conservative] axe-kill Arthur Scargill and the NUM.

    ESA

    ESA is the replacement of Invalidity Benefit, in other words its the new long term sickness benefit. it was introduced in 2008 as an extremely difficult to pass / almost nobody will be exempted test. A ‘Logic Integrated Medical Assessment [LiMA] was brought in to replace what the Government saw as a 'too friendly' GP's medical assessment, this mechanistic test was then, and is now, delivered by a subcontractor of the DWP called ATOS. ATOS Origin and their computer based LiMA system have been in use on behalf of the DWP since [it was first used to assess claimants for the old sickness benefit Incapacity Benefit] the year 2005. Gordon Brown was anointed not elected on Wednesday, 27 June 2007. why New labour and not the nasty party ?, well that's anyones guess but the idealogical move to channel wealth from the poorest and most needy to New Labour’s corporate paymasters started, then with the sudden collapse of [Fannie Mae] the American mortgage loans system, the speed at which the axe needed to shape, split and cut was accelerated.

    ATOS & LiMA

    The history lesson is to show that sucessive governments of any complexion will swing the helve and will use whatever means they have to do the dirty deed, they pay the 30 pieces of silver and the 'axman' in the shape of ATOS / LiMA move in to do that deed, they will do so relentlessly and without any compunction whatsoever to shape, split and cut any section of society their political master tells them to attack. ATOS is a private company driven entirely by the profit motive, the incentive is to get the assessment done, not to get it right.

    Incapacity Benefit replaced Invalidity Benefit in '95, then in '08 both Invalidity Benefit & Sickness Benefit were replaced by the Employment and Support Allowance.

    As for The Personal Capability Assessment, are you saying that Government did not have a firm view that the GP's role 'too friendly' and circumnavigated the GP's input into the decision making process with the use of LiMA and ATOS ?.

    Or, are you agreeing that the Work Capability Assessment [WCA] replaced the Personal Capability Assessment [PCA] which was the GP's input into the award of Incapacity Benefit and ceased to be used in '08 replaced by the now Work Capability Assessment [WCA] ?

    What about heartless Labour who were responsible for the Welfare Reform Act 2007 and awarded the contract to ATOS in the first place?

    Did you not catch the stench of hypocrisy arising from the long list of Labour Party signatories who have apparently forgotten that as well?

    Tax DLA? I'd just quit work. Working disabled people get the short end of the stick when it comes to accessing services (because social workers work 9-5 and most stuff is means tested so even if you're on 15.5kpa you're expected to fund door widening, a wet room, fall alarm, specialist mattress, hoists and pre-cooked meals). Of course working makes me feel sane but there's only so much I'm willing to do before I pack it in and sit on my aris all day. Means testing DLA will be the straw that breaks this camels back.
