Based on my experiences of the system, I do not support this motion, and would urge my MP not to sign it.
ATOS is not the problem.
Pretending it is is politically expedient, and utterly, utterly misguided.
In addition to personal experiences (2 WCAs so far by ATOS), I've read extensively on this - the actual legislation and DWP guidelines in detail.
ATOS are following the guidelines set down.
Are there problems with ATOS, sure.
Are there inaccurate results, yes.
However, most of the issues with 'ATOS' are not issues with ATOS.
They are issues with the points-based test.
They are issues with decisionmaking by the DWP.
Most of the issues that are raised in the EDM are quite irrelevant to ATOSs actual performance of the contract they have been given.
To pretend that it's ATOSs fault, when the majority of the issues mentioned in the list are due to:
The DWP underfunding decsionmakers so they're overloaded and can't make proper decisions - they have half an hour.
Similar underfunding of the tribunals service to cope with the changes in caseload.
The law. The law, as enacted by parliament is the largest part of the problems with ESA, especially how it is implemented by the DWP.
If ATOS was sacked, and another company brought in to do the same thing (or even if it was a civil service based assessment), almost exactly the same issues would remain.
Blaming ATOS is easy.
Note that pretty much all the signatories are Labour.
Who brought ESA into being, including the 'work capability assessment' in its present form.0 -
I absolutely agree with rogerblack.
This motion is so worded that the discussion will centre round the pros and cons of having these assessments and will not focus on the heart of the problem that the system in operation is seriously flawed.
The motion should, in my opinion, focus on the number of people appealing and the percentage of the appeals being allowed. That in itself shows how flawed it is.
If the guidelines for Atos were reviewed there would be less appeals. If the motion concerned itself with the financial savings which could be made then there would be a much better chance of the system being changed for the better.0 -
Yes it is the Welfare Reform Act that is wrong. Yes by all means have reform, but not purely to reduce the cost of the welfare budget.0
