Not that bonkers tbh. Inedible objects combined with kids' throats are a recipe for disaster.
I'm surprised they're allowed over here/on the continent, given the strictness of EU safety laws.
Toys with happy meals/cereals are a different matter; the item is not inside the chocolate shell itself. As a child I was not allowed biscuits or sweets or cake - until my mother took me to a party and saw me scoffing an entire plate of chocolate cake. She started giving me stuff every so often so I didn't devour everything in sight.
