i have been buying mini rolling pins and decorating them, but they wont sell

Keep refining them and make a batch that say Mum's Kitchen, Gran's Kitchen etc and then have a turn out at home and then take them along with you to a car boot sale. Ask those who look at them for feedback even if they don't buy. What colours would they prefer? Do they like the ribbons, stickers etc? No one has been mean here. Just because someone makes something does not mean it will sell. I think things like these are a waste of time and money and the return is going to be so little so it's not really worth it as the consumer pool will be so small.0

I don't know how long they take to make... but the OP could try setting up short workshops for people to make their own. Say, hire a room locally, £8/person with everything needed provided..... and take bookings for 6 people. Potential for £24 for (say) 2 hours' work, on top of the profits of the materials and not having to make them themselves.... could theme them. "Make a Halloween ....." etc. From that, the OP could also sell kits with instructions.0

Also, this type of item is going to be a gift, £4 for a decorative rolling pin or £5 for an amazon etc. gift card? There is not enough money out there for people to be buying these things. I come across hundreds of facebook groups all selling poorly made items and nothing sells.0
