You have to admire Martin Cutts, what a brave speech to give in front of an audience who would really not have appreciated it. Very well researched and given.

This country needs people like Martin in positions where they can make a difference instead of all of the media savvy politicians we have at local and national level.

Makes me proud to be British

Yup I bet many didn't know where to look

Further update: Although the PPC people were looking down at their shoes, wishing the ground would open up and swallow them, there were quite a few representatives of Local Councils there, and Martin's speech was well received by them - some of them came up to him afterwards and thanked him for imparting the knowledge that they don't have to pay fake "fines".

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

Excellent, it keeps on getting better and better!:D

I hope that the LA wing of the BPA vote to form their own association and sever all ties with PPCs.

I suspect that the "LA wing" are now the BPA and that it might be the other way around. HO87 called the PPCs the "provisional BPA".

Perhaps someone ought to register the name "British Private Parking Association" to prevent them using it.

    Dr Mr Cuture Secretary

    Read this.......

    Mesage sent.
  • Didn't the Supreme Court decide in R v Chaytor that lying to Parliament was something that the police and the criminal courts could deal with rather than just being a matter for Parliament itself.

Perhaps one or two of those MPs that are being contacted might be encouraged to have a word with their friendly neighbourhood Chief Constable or the Serious Fraud Office (if it still exists)? No doubt the police wouldn't tak a blind bit of notice if a 'mere citizen' reported that there had been an offence under s2 of the Fraud Act 2006. Maybe a few MPs might have better luck in persauding the police to take it seriously.

He was asked to provide an advance copy of the speech, but refused. After he spoke and sat down, you could have heard a pin drop, apparently.

Not surprissing. This is what he was expected to speak on:

The art of 'plain parking' - creating a better customer experience
This paper looks at how highway authorities and parking companies can make life easier for their customers and themselves. It will address issues such as: Does parking have to be such a confrontational activity? Can signage and regulations be clearer and more understandable? And, if disputes arise, can the language used on penalties and in correspondence be clearer?
Martin Cutts, author of the Oxford Guide to Plain English and research director of Plain Language Commission
    Regulating debt recovery
Bailiffs collect unpaid parking penalties, unpaid Council Tax and enforce a wide range of other penalties and debts on behalf of the courts. The Ministry of Justice is looking at ways of regulating the sector. One idea is for this task to be conducted by the British Parking Association (BPA), which has also proposed combining this with the regulation of parking on private land.
Patrick Troy, chief executive, British Parking Association

Bet that speech gave them all something to talk about in the coffee break that followed!

There were some influential people there too it seems, Caroline Sheppard has written to a national newspaper before now hasn't she, making it clear she knows the score with PPCs?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I understand it was actually quite well received and plenty of people applauded. Not everyone there was PPC related.
