I don't think your argument will work too well with the TEC bailiff, when they have a clamp on your car and just about to phone the tow truck?
You could build high walls and gates and buy a big dog, an 0845 Number a PO Box, but it would probably be easier and wiser after appealing just to pay your penalty.
PS: Its not hard to find an address a PO Box is registered too!
Like I mention, the first solution to all this is to park more carefully. You are unlikely to get a bailiff coming round, rather a debt collector and there would have to be some serious issue about your case(s) for a distraint levy on the vehicle to be raised - I believe for persistent 'offending' with no response.0 -

The OP is correct when he talks about Fines, you can only be fined in Court by a Judge or Magistrate, all the other stuff is fixed penalties / unenforceable invoices etc.
The rest of the rant is straight out of the Freemen Of The Land website (fmotl.com) which, whilst it sounds great in theory - ignore the law, never pay your council tax or any other statutory debts - won't be of much practical help whilst the bailiffs are seizing your car, your utilities have been cut off, and the police are dragging you off to court. It's a trip to lala land.
Do you have any evidence for this allegation of plagiarism? I do not speak for anyone else. I have never advocated ignoring the law or non-payment of council tax. This is about parking, not council tax. The police are not involved in the PCN process, It is not a criminal concern. Hence they will not be dragging you to court. To be dragged to court would actually be a good thing, as you would have a chance to defend yourself on the facts. You are not given this option currently as there is no due process applied to parking matters. Similarly your utilities are quite safe. Perhaps it is your good self who is in lala land.0 -

Just a few things about the OP's first post:
2) Decriminalised parking matters are nothing to do with contracts, it is covered by legislation, mainly (in England) - Traffic Management Act 2004 and The Civil Enforcement of Parking Contraventions (England) General Regulations 2007
2) The legislation refers to 'the person appearing to be the owner' not the owner, the first point of contact is the registered keeper, if they are not the owner, or in the case of a hire co. etc, the liability can be transferred. The owner is the person or organisation who has title to the vehicle.
3) Debt collectors may not be bailiffs, but bailiffs can act for unpaid penalty charges - the legislation allows authorities to apply for a warrant.0 -
