PCN indemnity insurance

Apologies if this has been raised before - I couldn't find anything in a search
Google 'PCN indemnity' to find them - top hit
For a 'mere' £25 they will indemnify you against private PCN charges subject to T&Cs
It's a great business idea, £25 for probably doing absolutely nothing.
No contact details on the website - company registration and website registration through 3rd parties
The cynic in me is wondering whether there is any connection with a PCN company - "We've tried a succession of progressively bigger sticks and that hasn't worked - let's try dangling a carrot instead"
I particularly like the UK Legal Assurance 'Scales of Justice' logo on the bottom of the home page - UK Legal Assurance doesn't exist and if it did, it should be 'Insurance' not 'Assurance'

The word assurance makes no sense in this context surely?
When I worked for a life assurance company (which did of course involve underwriting the risk) I thought the word 'assurance' was used only in that context? Insurance meant any other cover.
I think to offer 'indemnities' and/or 'assurance' they would need certain licences and be authorised by the Financial Services Authority:
