Does this line actually allow outbound calling? Or does it just ring talk talk alone? if it calls couldn't you just ring a mobile from it and note down the number? If it doesn't then you can just get a new line installed... I don't see the huge problem you have no relations with Talk Talk so they have no obligation to give you information about line rental somebody else is paying for (or not). Titling your post as Talk Talk breaking the law does not work well when infact they are sticking to DPA by refusing you information.0

The OP is clearly not the person who hasn't paid though. TT are clearly holding the line to ransom. You should disconnect the line and chase the debtor in question, not penalise the new tenant.
And you wonder why TT has such a bad reputation.0 -
There is still no clarity on the status of this line whether active or inactive. Just because it routes you to Talk Talk does not mean there is a person paying a monthly fee for it somewhere
. I do not see how Talk Talk are "holding it to ransom". If its a stopped MPF talk talk line a new line installation would be required anyway which may involve a connection fee. You said yourself that nobody has had a line for 4 years supporting the fact it is inactive or stopped. Its not your right to get a stopped MPF line connected for free and you may be liable for the fee. Many people pay a fee when they move into a new property.0 -

If the balance is not the new tenants then they just need to setup their own line. If there is an outstanding balance the account will disconnect in line with our Terms and Conditions. However this will still leave no service at the property and result in the new tenant needing a new line.
In either of those circumstances the OP requires a new line at the address, or to migrate the existing line with their details to a new supplier. This is not holding the line to ransom.
We can conduct a change of ownership on the existing account however this would require the account holders authorisation, in addition to the clearance of the outstanding balance.
