    If I had enough ink, paper and time, I would love to print-out a load of info-leaflets and stick them under the wiper-blades of every car in the carpark.
    I can understand why they only want people to stay for as shorter time as possible. The carpark is nearly always full as there is a council estate nearby and all the residents shop there. Add to this, the fact that there is a nearby primary school and the parents tend to use the Aldi carpark rather than the culdesac outside the school and it can be very hard to park-up when you need to shop.

    Just looked in my email inbox and there was an email from a member of newsquest in response to an article I had published in which I referred to the VCS v HMRC case in relation to the PPCs and their right (or not) to actually form a contract with a land user on behalf of the land owner.

    As I had requested to keep my name and address anonymous, they have passed-on to me an email from someone who is about to engage what could be a PPC (more details have been requested before I steer them towards the best forum for advice).

    Just an update.
    Contacted my local Council Planning Dept. and they have taken a great interest in my enquiry as to whether or not Parking Eye have permission for cameras/signs in Aldi's carpark. They are investigating that, and other supermarket carpark PPC signage. Be good to see them giving the PPC's a good going-over.

    NNDR - National Non-Domestic Rates ( Business Rates ) are then levied on most items requiring planning permission. So check the Rates department too.

    If, indeed such "Street Furniture" is rateable then we must have a nationwide campaign to check every single car park and report to/check with relevent Local Councils that they have these items on their respective charge lists.

    This will really hit them in the pocket.

    Colchester Borough Council are now investigating the 5 sites I reported to them. Good idea to involve the Rates Dept. might follow that up.
