Two electricity meters, why?

    Can you confirm a bit more detail?

    Are both meters multi rate or is one a single? You wouldn't have 2 multi rates for the property (unless a "collector"). You wouldn't normally have a single and multi rate for a property and you couldn't set them up as a "collector".

    Is it a block?

    I'm confused about it being communal though, as its a multi rate which suggests E7 but for a communal its normally a single rate.

    The "normal" meter is multi rate and the key meter single rate. What do you mean "Is it a block".
    It's someone else's fault.

    I meant, is it a block of flats rather than say 2 made out of a house.

    If they have different numbers of registers, they won't be the collector scenario.

    You need to know whether that meter is connected to your fuse box really. You wouldn't normally have a single and multi rate in the same property so perhaps they E7 meter is communal and switches heating/water on for the block via its time switch.

    Sorry, yes it's a block and all housing association (sheltered housing). Having left the lights on all night I now know that the lighting is connected to the key meter and the wall heaters and emersion heater are connnected to the "normal" E7 meter.

    As heating and water are included in the rent this is starting to appear correct. On Wednesday my cooker and fridge freezer are being delivered so I'll be able to check which meter the sockets are connected to.
    It's someone else's fault.

    So it sounds like the HA pay the supplier for the E7 as it works for all the flats. Then they invoice you. If they have only night storage systems wired, they expect the usage to be low rate only to do it.

    I agree with Terrylw1 then, if you say heating and hot water are included in your rent it does sound like then you just have to pay for your lighting and socket use via the key meter, and the heating and water goes thru the other meter which the housing pay....
  • I have seen the landlords supply meter in alongside with one of the tenants meters quite often,in housing association flats they also supply the warden call system as well as hall lighting
