the bootCD referred to is the downloaded Hiren's ISO image - not an actual CD... you will also need to copy the missing file (from your OP and put this on the USB too (to copy it into the windows directory on your hdd :) )
    ......Gettin' There, Wherever There is......

I have a dodgy "i" key, so ignore spelling errors due to "i" issues, ...I blame Apple :D

Ah ... I understand about the boot cd now ... If this works and the PC boots will I then be able to copy the missing file ?

^^^ yes, just make sure you get a copy of it from the same OS as is on the unbootable machine (i.e. from XP or W7 or whichever) and put it on the bootable USB. Then, you just boot from the USB (if Hiren's, boot to Mini XP), and copy the missing file from the USB into the correct folder of your HDD :)

Odd that the problem still exists after a Factory Restore.

Perhaps test that all else is well buy putting Ubuntu on a USB drive and choosing the Try Ubuntu option.

Afterwards, you can use the Windows 7 USB/DVD Download Tool to put an XP image on to a USB drive.

Not big enough for Hiren's Boot Disc or a full Windows XP image. Time to splash out on another. Here
