If flexibility is important to you, then check each product terms carefully as some of the higher paying Cash ISAs are not flexible.
This is the most important feature for me, for how I wish to use my 25/26 ISA anyway.

Opened Momument Bank's 4.76% one as it is exactly that, and has a 30 day window for first payment, so will fund next Monday
They still say transfers coming soon early in the new year and it's now April....

Yes, Monument cash ISA @4.76% is a good rate and flexible but the £10,000 balance is a downer. You have to keep a minimum balance of £10,000, so if you open it with £15,000 only £5000 of that is flexible and can be withdrawn.
It also does not allow transfers in yet and I want to keep things simple with not too many ISA accounts. I need a home for my Virgin Exclusive fixed ISA which goes to an easy access ISA tomorrow at a rate of 4.51% until May19 when the rate drops to 4.11%.
I hope the new cash ISA season brings some better rates from established players as I am not eligible for most of the new fintech company offerings. Even if I was eligible I am not a fan of their opening short term bonus rates which means you may well have to transfer out when the bonus ends.

Plum is now 5.45% for three months.
Chip is now 5.55% for three months.

How long is this rate-war likely to last? pre/post 6th April? into the first few weeks of the 25/26 tax year?

No good for those of us who already have one though.

Just opened the Moneybox Cash ISA @ 5.39% and see it is now up to 5.56%.

I've put in my request already to transfer my existing ISA from elsewhere.

Has in a similar situation and had any luck getting them to increase the rate whilst still at a £0.00 balance ?

I am in a similar position with Chip. Opened an ISA on Saturday, applied the code yesterday to get 5.38%, only for them to increase it to 5.55% today.

Have tried to apply the latest code, but it won't accept it now. I will send them a message to see if they can increase it. Not expecting them to say yes, but it's worth a try.

Back in Oct/Nov, before I funded the account they increased the rate for new applications. They wouldn't do the new rate, but did say I could delete my entire profile and re-apply from scratch.
