This has been brought up before, several times. The board guides in their infinite wisdom, refused. The MSE article is no where near as comprehensive as this thread! However, the links in the MSE article make money, whereas the links in this thread do not!

Birmingham Midshires have launched a new five year fixed rate ISA paying 4.55%. Northern Rock have launched a new one year fixed rate ISA paying 3.50%. Also launching new fixed rate ISA issues are Bradford & Bingley, Cheltenham & Gloucester and Alliance & Leicester, all fixed for two years and paying 3.75%, 3.50% and 3.50% respectively.
A large number of providers have withdrawn their ISAs over the last week. Kent Reliance Building Society have withdrawn their popular one year fixed rate ISA, paying 3.20%. Also withdrawn are the Manchester Building Society's five year fixed rate ISA, paying 4.51%.
Barnsley Building Society have withdrawn their online ISA paying 3.00% and replaced it with an ISA paying 2.25%. In following the trend, First Direct have withdrawn their Cash e-ISA paying 2.96% and replaced it with an ISA paying just 0.20%. Both ISAs have been removed from the list. Also withdrawn are the Teachers Building Society Bonus Cash ISA paying 3.00%, Chesham Building Society's Cash ISA 180, paying 3.25% and Chelsea Building Society's over 50s ISA paying 3.20%.Please call me 'Kazza'.0 -

I've just arranged to transfer an ISA to the Chelsea Building Society Postal 30 ISA account, and this is in progress.
Unhelpfully, and maybe due to the impending merger with the Yorkshire, they've just dropped their top tier rate for this account from 3.5% to 3.0%, and so I'm now looking for a better rate elsewhere.
As I want to hedge my bets a little bit, not knowing what interest rates are going to do, I want to be able to make a partial transfer out (I know that the Chelsea account allows this) but I am not sure which of the one year fixed ISA accounts with decent rates (c.3.5%+) would allow a partial transfer in (to clarify, none of the funds in the account I'm transferring to the Chelsea are for the 09/10 tax year.)
Is anyone able to clarify?
The ability to accept partial transfers out or in appears to be a much overlooked factor with cash ISAs, with many providers just flatly reusing to allow it to take place.0
