I'm not so I don't know when the latest price rise came into effect, but there is an interesting article here that you may find useful.

Three could apply early termination charges as part of the final bill. If as the Oxford Don intends, to cancel contract, is he waiving his right to be able to get a PAC code? Very grey, particularly if keeping number is important.0 -
All charges, including the ETC, have to be included in the final bill and paid after porting the number out.
IMO this is black and white, I don't see anything 'grey'.0 -
The problem seems to be from posts in the other thread on this topic that 3 (who disagree customers can cancel without an ETC over the price increase issue) are asking for the ETC prior to agreeing to issue a PAC.0

Exactly, Three customers want the ability to cancel contract due to price increases without penalty. To do so would be cancellation therefore would this waive their ability to request PAC. Under the PAC arrangement if they request early, Three can impose ETC in the final bill. This point needs clarification, if the Oxford Don wins, will he be able to receive PAC without further penalty.
I tried to get my PAC from Three two months ago and was told it would cost me £15 plus any charges due for the remainder of the contract. I have since requested last month and successfully ported to my new network earlier this week. (this was not due to the recent increase but due to getting better deal elsewhere)0 -

3 are wrong to deny PACs because an ETC is due.
Unfortunately, the time scales involved mean that you couldn't get the PAC issue resolved during the month during which their terms allow you to leave over a "detrimental" change without penalty.
So practically (if you want to keep your number) it looks like you will have to pay the ETC under protest and then subsequently sue them to get it back.0 -
Correction: your 3UK contract ends when you ask them to. If you do nothing it will continue regardless as long as you pay them, and don't give them 30 days notice!
As for the Don, I wish him well, but even he knows that his actions must be 'reasonable' and there is no price guarantee on any tariff. A 3.5% increase in not oppressive, and his Small Claims action will not set any precedent - he needs the High Court for that.0
