it means you will have two failed appeals by the council themselves, a first informal, a NTO formal appeal and then you have to appeal to the parking adjudication service.
They will most likely turn down the first two, its how they work, they try to break you.

If what the OP says is correct then this is a case where the Council can be alleged to have behaved unreasonably if they turn down a challenge.

They may be referring to a a zone, but the sign may cancel it out, waiting to see this sign.

Trying to upload the photo again but no joy. The sign which is clear in the first picture is on the wall to the right of the door as you look at it. Not the large white sign, it is the smaller one to the right of that IYKWIM.
Have used a template letter and lodged the appeal, attaching the photos.
I personally think that they can't turn down the appeal. The sign clearly states the parking restriction on weekdays only, and the ticket clearly states that it was issued on a Sunday.

Look at post #9. Very clear picture of the sign.

Does anyone know if there is a template around to help us to word the appeal correctly?
If it would be useful, I could upload the pictures to here.

There's no template as such but there's a website forum which should help you to win this. Register and post here:

Are you sure there are no actual Council signs up?

And BTW Hounslow tickets have a wording flaw which has won for motorists at adjudication and looks to have has caused Hounslow to give up other cases before adjudication. Ask pepipoo to explain about that. I an SchoolRunMum over there and may look later on this weekend. Don't forget the wording flaw, please ask on that forum or just search 'Hounslow wording unless' on pepipoo, that should find other threads which tell you what to say about that point.

    Great seen the sign.
Right the sign is of no consequence to the ticket, it is just a silly private sign that has no authority or bearing on this ticket, you are wasting your time appealing on this sign.
What you need to do is find out from the council what parking zone area he was in and what type of permit they are referring to, lots of streets in the areas around London have ZONES which are signed on entry and exit .
You need to find out if the road fell within a zone.

Will contact the council to try to find out. Still doesn't explain why it was only his car that had a ticket, and not the others in the same part of the street. Also, my dh knows some of the people who own businesses directly opposite, and they told him that there were no restrictions on a Sunday. Surely they would know if it was in a restricted zone. They park there all the time at the weekend.
