PCN issued wrongly- best way to appeal.

My husband parked outside offices on a Sunday morning down in Hounslow.
He was parked beside a sign which stated NO PARKING 6AM-6.30PM WEEKDAYS. (COMPANY NAME) OFFICE PARKING ONLY.
He received the parking ticket at 9.38 on a Sunday morning. Other cars (a whole row of them) were also parked at the same time, but only my dh got a ticket.
He took photographs of the sign, his car parked beside the sign, and other car windscreens beside his which had no ticket on them.
We still have a few days left to get the appeal in before the 1st 14 days are up. What is the correct way to word the appeal please?

just to clarify , did he recieve a PENALTY charge notice or PARKING charge notice???? or who is it payable to?0

State that the alleged contravention did not occur.
The signs (make sure you photograph them) imposed a restriction on weekdays only and the PCN was issued on a Sunday.
If the facts are these it was indeed clearly a mistake and the council ought to rescind it forthwith. However do not count on it as not all councils are honourable.
However I am puzzled as to why he was singled out. What is the contravention code on the PCN? Is it possible it was issued for some other reason?
And I am assuming it IS a council one- as Bondy says, who is the money payable to?0 -

It's a penalty charge notice. No idea why he was singled out, as all the cars were parked at the same angle all side by side.
It states - (12) Parked in a residents' or shared use parking place or zone without either clearly displaying a valid permit or voucher or pay and display ticket issued for that place, or without payment of the parking charge.
The pictures he took of the car beside his show that there is definitely no parking permit in the windscreen either, and he took the time to look everywhere he could before he parked (and after he got the ticket), to make sure there were no signs relevant to the weekend.
Does anyone know if there is a template around to help us to word the appeal correctly?

Are you still at the stage of informal appeal- in other words the ticket has just been issued and you haven't had the Notice to Owner?
This is so plainly wrong that it would be difficult to imagine the Council doing anything other than dropping it like a hot potato. You really don't need do much more than state that the contravention never occurred, and in the reasons box state that the signs stated that the restriction applied only on weekdays and the PCN for alleged failure to comply was issued on a Sunday. It is that open and shut, you don't really need any more.
You have looked thoroughly and made sure there are no separate restrictions applying?0 -
