In the sentence I used, 'The CEO had started to prepare a PCN' is clearly the bloke with the hand-held device (Civil Enforcement Officer).
And I used NTO without explanation because I had already typed it in full earlier in the sentence...
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Civil Enforcement Officer = Traffic Warden
NTO = Notice To Owner, a PCN (Penalty Charge Notice) issued via post will also serve as an NTO. This is what you would send a formal appeal against.Je Suis Cecil.0 -
CEO = Council "Traffic Warden". Local government trying to jump on the private parking bandwagon and usually not making a very good job of it at the council taxpayers' expense.
Traffic Wardens (you never know what you had until it's gone) are appointed by the police. Some forces still have them.The acquisition of wealth is no longer the driving force in my life.

I did this about four years ago with my LA as well. The ticket was not a sticky one, and it was a windy day so when I opened the passenger door to grab my coat it must have blown on into the footwell. Sent it off, keeping a copy of it and explained the situation, and they waived it as it was my first (and only!) offence.I have had many Light Bulb Moments. The trouble is someone keeps turning the bulb off

Looks like Blu-tack to me. Not something I tend to carry round with me!0

It's Blu-tak, but either are useful for sticking tickets (the ones you buy, not the ones you get!) to the dashboard. Especially if you have to leave a window or the sunroof open in hot weather. Keep a "blob" in a little zip-lock bag.
