Have to say I agree with this one, its an 8 year old car and has a scrape on the bumper, its not exactly major is it?

Have you tried actually rubbing the bumper as these scuffs can come off sometimes?

If there was a way you could get the details to contact the person directly, then I would do it, however going through the insurance is just going to put your premium up (even though its no fault) so not really worth it.

Why should the OP just accept it?

Someone has damaged their car and driven off. As they got out to look it proves that they knew damn fine they had done it. It won't just rub off as it's stripped down to the plastic.

He would stick a PCN on the windscreen for parking with a damaged bumper.

Right here is some practical advice :

Register at ask MID with this link
    http://www.askmid.com/askmidenquiry.aspx
For £4 it will provide you with her insurance company.
Obtain a statement of fact from your witness ensuring it is signed at the bottom of any text and the signature is "explained" like Signed by Mr nosey parker...................... date.
Include info such as times, reg number, description of car and driver, what happened
Then obtain 3 quotations for your repair.
Then send a copy of the statements (yours and the witness) with a copy of the three quotes and an invoice for the damage and send it all by recorded delivery to the insurance company from the MID search.
    Hope this helps.

But its damage to the bumper, although have just read its a paint bumper and not the plastic type - therefore its most likely that a bottle of T-cut would fix it - so go buy a bottle of T-cut, or ask a local garage to do - it will not be expensive!

They should accept it becasue it is better for them (As involving the insurance is only going to put their own premium up too.)

And the damage is most likely easily sorted, without much expense if the OP is so inclined

Really? The OP states "Its not dented but the paint has been stripped down to the plastic underneath"

You ain't fixing that with a bottle of T-Cut.

The Police will tell you it's "a civil matter" and point you toward your insurance company.....
With a witness to the incident, she won't have a leg to stand on.

How can I be so sure? Went through exactly the same thing (it was even on a Tesco car park) back in 2010.

It's not a civil matter. Just because you were soft enough to accept that doesn't mean others are.

I've never used T-cut on my own car, my mechanichas fixed the scrapes for me. She doesn't say what size the scrape is - it could be an inch long and 1 mm wide for all we know, so the T-cut would still fix it.

Or colour match spray from Halfords (£10ish i think?) if not T-cut.

Explore the options first before going down the insurance route

Funny how people who refer to car damage as, "just a knock" or , "that's what bumpers are for" tend to drive the crappiest, uncared for cars and display the poorest driving skills.

T-Cut WILL NOT repair a scratch that is down to the plastic. If it's down to the plastic then there is no paint left to 'restore'.

Doesn't matter how old the car is.

I had a 20 year old Vauxhall which I washed and polished religiously. The old think looked cracking.

Someone whacks it in a carpark and takes the paint off my bumper, gets out, looks, then drives away.....

    I'd be going after them.

Suppose it's just a question of how much it bothers you.

I now have a 2005 Fiesta with more hits than the beatles. If someone hit that in a carpark I probably wouldn't even notice. :)
