    Get everyone together who has been or could be affected by this and take it to your neighbourhood bobby. I wouldn't even try to convince anyone this fits any particular crime; that's not the point. What you're after is crime prevention and the police (if you find the right area) should help you with this.

    Sorry, this is not harassment. There is no intent there, and given that no one else appears to have complained, it would not reasonably be seen as harassment.

    I am also wondering what the sticker is for?

    My guess would be non-payment of rent and the housing association wants its property back. ;)

    That or they think the tenant may have abandoned the property and are doing the necessary checks before serving a notice that it will be repossessed?

    This drives me up the wall! When will people realise the different between criminal cases and civil cases??

    No wonder the police have no money with members of the public contacting them for silly issues like this?

    It's like complaining to mummy and daddy. "Oh, I didn't get my own way so I shall call the police and get them to sort out my own problems"

    The cheek from people these days is unreal!

    It's a bit short sighted of the HA to do it, but as far as I can see its no different to the local free paper hanging out of the letterbox, or the pizza menu from the local Kebab House etc

    My advice would be to stop phoning the police up over non police matters!

    I spent 5 years working in a police control room, and everyone always dreaded being placed the the Operational Support Desk - ie dealing with people phoning in with non police matters. Probably 8/10 the public always knew best and got the right @rse when told it isnt a police matter and would not be logged. Pretty much when you try to make matter fit a law such as you calling this harassment :rotfl:

    Unfortunately so often the police label events as non-police matters in order to massage the crime figures.
