Assuming that's a mistype and you meant all surface vessels are ships - that's what fluffnutter asked - is a very small surface vessel still a ship? What about an MTB? I'd guess that a navy might say a surface vessel which operates independently is a ship but one which only operates in flotillas is a boat.
Given that the USA has lots of rules about respecting their flag (e.g when lowering one, you must not let it touch the ground; when it is worn out you must bury or burn it with respect and not just throw it out) I would expect them to take the same care with another nation's flag.I saw the Union Jack was upside down and mentioned in more in joke than anything else to one of the staff who had heard our accent and was asking about England. He promptly radioed for the manager to come over, he appeared and wrote down what we said about the flag, asked me to explain the right and wrong way and said he would arrange for staff to change it, and apologised if he had caused any offence!I need to think of something new here...0
