Its not a fine, i posted this on another topic about APCOA a few pages back also a search on these forums for APCOA and East midlands airport will bring up some useful information
As for the airport itself, i may be passing that way in the next few weeks, and i may be able to post some pictures of the useless signs that are at the entrance ( allthough im not sure how to get them online and on to here ), ive seen a large ish sign titles APCOA full of a long long list of very very small print at the entrance, I have been into the airport as well. As for what the sign says i havent got a clue as there is so much of it and its far to small to read, unless you stop your car, get out of it and spend a few minutes reading it.
The management of East midlands airport should be ashamed of themselves for allowing this pathetic so called company access to their land, whose only purpose is to scam people out of their money using all sorts of dirty tricks, which in my opinion is nothing short of demanding money with menaces and empty threats.
If anything its the airport management who you should be directing your anger towards, as it is they who are responsable for the threatening calls your recieveing, and the harrasment that you are enduring as a result as without the airports permission they, APCOA wouldnt be able to opperate.From the Plain Language Commission:

As this is a private road has anyone ever tried blanking out their number plates with quickly removable cardboard and then commit the "offence" off daring to stop for five seconds and see what happens ?0

Maybe one solution, but on the other hand it would look suspicious, especialy if the apcoa bod sees a car with blanked out number plates, and gets excited thinking that its something else sparking a full scale security operation.From the Plain Language Commission:

Hi, Mines abit of a different story and i'm looking for some advice. I pre-paid to park at east midlands airport through the internet.
It was only for a couple of days and was £13.99. I used the postcode and got to the airport and parked up where the postcode had directed me.
On my arrival back i tryed to leave using my ticket and it said i owed £90.00 i pressed the buzzer and asked what the problem was and i had parked in the wrong car park.
I went to the parking office at east midlands airport explained that the postcode had took me there and they said we will give you a complaints form but you will have to pay the remainding £76.01 after they removed my intial 13.99 i pre-paid.
I wasn't happy and i let them know i wasn't. Anyway i had to sign for a ticket so i could get out of the car park. There's no reason wrote on the ticket for the fine and it's issued by APCOA parking for non/ part payment declaration.
Anyone got any advice?. I haven't paid yet and i have 10 days to.

If it's from APCOA it's a Parking Charge Notice then - did they hand this to you or post it out?
''Haven't paid it YET'' LOL! Obviously don't pay it - the only way they would make you pay would be if they went for a Small claim and then they'd have to convince a judge that it was fair. It sounds like you'd be more likely to convince a Small Claim judge that the information was unclear and that you paid the correct amount and parked at the right postcode car park, in good faith.
But all that is not worth worrying about as APCOA do not do court, they just send threatograms = letter chains from debt collectors as shown in the 5th from top thread on the forum. See my signature, get yourself away from this random old thread, one click and you are looking at the current threads.
I would appeal it and make it clear that you want to take the matter to the second stage POPLA appeal (see the second to top thread on the current forum, tells you all about POPLA).

I see most of you say to ignore these fines from APCOA....
I have also received one. i have stopped to let my father out at the airport's round about. i have not received any letter from them and i even forgot going to the airport and after couple of months a letter from debt collectors Roxburghe demanding to pay £131 reached me.
I have called them to find out what the fine was for as i was not aware of it. they told me to pay£80 and if APCOA will confirm that they have sent me letter with the fine then i would have to pay the remainder.
i have read all your posts and decided to leave it.
after a week they sent me a letter from 'Graham White solicitors' demanding to pay £207.
I am bit scared.
Should i pay the fee which i believe is unfair as i hadn't have an opportunity to pay the initial sum of the penalty....?0 -
Apcoa are an useless parking company, just ignore them. Roxburghe and Graham White are the same company that was recently suspended by the dvla for gross misconduct, they are not going to take you to court.
And the amount they have asked for is £207.25p precisely isn't it ? Let me tell you it's always that amount before they send another letter offering a discount then they disappear when they realise you are not falling for this scam.

Im guessing thats the thin white sign, followed by the sign saying end of no stopping restrictions /clearway( blue circle red cross)
If you take a good look through this forum, and others as well as a few legal sites you will soon understand that private companies and indiviuals can not issue fines or penalties, so East midlands comunity flyer contained this piece of bullshyte
If the Airport was realy concerned about safety they would re-introduce the free 15 minute drop off pick up area, charging for it is only goign to encourage people to use the oh-so-precious roadways.
If your in the area the comunity team will be out and about later this year at the following venues, dont forget to let them know all about APCOas nice little scam/earner.
