Wrong address intentionally given for driving licence

Apologies if this is in the wrong place.
I have looked online and I can't find anything to answer my query.
Does anyone know if it's illegal to not update your address details on your driving license? If so, should it be reported and to who? I ( 100% ) know that the address that this person has on the licence is an old address where all post still gets sent to and is then forwarded to this person. It is 6 years plus since this person left this address. It is done for fraud reasons.
Sorry, but I don't want to go into too much detail about why I'm asking. I have wrote and rewrote this post to try and explain myself without giving too much away.

Read the section 5 on the back of the paper counterpart of the licence:-You must tell the DVLA at once of any change of your permanent address..............etc.,
Failure to notify any changes as described above is a criminal offence, punishable by a fine up to £10000 -
Then we could all say that we live anywhere SGT as long as our post is forwarded. It just doesn't seem right somehow.
I've looked on DVLAs site Custardly and I can't find anything at all about it. I'm not sure if they would be either.
Cajef I've seen that about informing them yourself about the address but not about "dobbing someone in". It's not as if they haven't had chance to update it either!I can't be bothered updating this anymore0 -

If they are comitting fraud then that is a far more significant offence in and of itself rather than not changing the address on the license (prison rather than £1k fine) so shop them to the police/ benefit fraud hotline etc0 -
Does the OP do the actual 'forwarding?'
If so, simply return all DVLA, Court or official-looking letters to sender?
No, I don't think all other drivers are idiots......but some are determined to change my mind.......0 -
I knowsomeone who does this - as where they live isa right dump and they drive a high (ish) powered car and the insurance would be horrendous. So they have their licence at their previous address, which is a family member. All of their post stil goes there too.
It annoys me.0 -

Yes your licence must have your correct address however the registered keeper of a vehicle can be pretty much anywhere you like as long as you can be contacted with enquiries about the vehicle.
Two different things there that people should remember. Licence = where you live, vehicle = anywhere that you can be contacted.
Also I knew someone who was stopped years ago by the police after a house move and she'd not updated her licence for 6 months. They let her go with a formal caution but had been looking to prosecute her.0
