    Yep, it actually says that if they address the issue the points are wiped off!

    So a scammer can just rely on rubbish small signs to pay lip service to the AOS code of practice, then if they are reported a few times they can just let the sanction points accumulate.

    Maybe when they reach 9 or 10 they then tell the BPA they have addressed the issue and hey presto back to zero sanction points! Magic!

    And we all know that what they tell the BPA about their signs is not necessarily the truth, as outed on Watchdog with the varying signs in a car park. When sussed, the BPA said it was a minor oversight.

    Or the BPA says that the signs are perfect in every way and that little symbol which looks like a hand with a round thing which looks like a coin is enough to say to people "look it's a pay and display car-park"

    My recollection of the situation a few years ago (but post ATA agreement with the BPA) was that initially it was stated that only parking companies who were AOS members could access the electronic link and that "others" were obliged to use the V888 route - albeit that bulk applications could be made.

    This was subsequently beefed up (but based on what I am unsure) so that parking companies who are not AOS members cannot obtain details, period. This may actually be the case but would seem to fly in the face of Reg.27 and whilst no one would be happier than me to see that restriction proved to be an absolute I remain unconvinced that what we are told actually reflects reality.

    In essence, I think it possible that some DVLA wonk spoke out of turn at some point and they are now obliged to stick to the party line. I hope, to some degree, I am wrong.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I too was confused about this in another thread (i.e. can a PPC still use V888 route if not an AOS member) so I Googled it.

    From the last paragraph of the section about Releae of Another Keeper's Vehicle Details:
    All car parking companies who require vehicle keeper details to contact drivers, who may have failed to comply with conditions for parking, have to provide evidence that a parking charge scheme is in operation and they are acting on behalf of the landowner. Companies have to confirm that they are members of an Accredited Trade Associate which has a mandatory code of practice that all members must adhere to.

    This is underneath the list of V888 forms that can be used for manual requests.

    So they can't then - because the only ATA = AOS (not just being a member of the BPA).
