Children riding scooters in the street very late, can we do anything?

If it's private rented then there may well be a clause in the tenancy agreement about noise and being a nuisance to neighbours. However, some landlords only really care about collecting the rent money and do not concern themselves much about the behaviour of their tenants. See what the neighbourhood Police say and take it from there.
I also thought about a trip-wire in the alley where the little darlings go hurtling through on their scooters at all hours, but that would be naughty..:D0 -

Can you imagine what they'll be like in 5 years time, when the 13 year old is 18? I'd do everything to get them evicted now.
I would call social services about them being out so late, and the council about noise.
With such little sleep, I bet their schoolwork is suffering. Social services might already be aware of them, btw! I presume you know them by name if you know their ages. Personally, I'd probably tell the school too. Not their problem, but if they're battling with kids who have no comprehension of how their actions affect other people, or who have behaviour issued due to lack of sleep, they might be able to do something/at least talk to the parents.
