This is an easy one. Get a scooter yourself and start riding the streets with them like an over grown teenager. They will be so embarrassed by you doing it they will be off to another street. Simples.

Starts at 9.30pm  Hmmmmm  I wonder if the parents have gone out and left them with the eldest 'in charge'. Are you aware of them being out prior to them starting riding the scooters up and down and does it happen more on weekends/school hols? It certainly sounds odd.

Ignore this poster. He thinks because there isn't a specific law against filling a child's mouth with soap that it's not illegal, or child abuse.

There are a number of things you can do, but none is likely to bring an immediate solution (apart from shooting them *).

Whilst they're actually out and about you can ring the non-emergency number - 101 - and let the police deal with it. Bear in mind it might take them hours to turn up by which time the kids may have stopped.

You can speak to your local PCSO and ask them to patrol the area at the time the kids are usually out.

You can try the noise abatement dept at your local council. They should have officers who will come and assess the noise for you. If it's deemed a nuisance, they can serve an abatement order.

You can contact the landlord. If you don't know who owns the house, a quick visit to the Land Registry site will find these details for you. I think it costs about £6.

It's interesting you say that talking to the parents is not an option, because, TBH, this is actually the best thing to do. Whichever option you choose, the more people you have on side the better, so get talking to your neighbours. Good luck.

And a complete waste of bullets.

Well, there could well be. If the noise they make is deemed a nuisance, then yes, there's a law against it. Whilst only the churlish would complain about kids playing in the street during the day (it's a fact of life that the little buggers are noisy), it's not unreasonable to complain if this noise goes on past midnight.

Whether it's a kid on a scooter or a party going on all night, there are laws against excessive noise late at night. Rightly so.
