Interesting wording on that sticker - "unauthorised persons must not remove or interfere with this ticket". Who exactly authorised you to remove it or open it?

It's not council because you wouldn't be "in breach of terms and conditions advertised" with them, you'd be in contravention of a regulation

For the sake of £20, I'd just pay it. These sorts of people take it all the way and start adding on huge charges then threatening baliffs and court action etc if you don't pay. It's not worth the stress, particularly for a wealthy merchant banker such as yourself.0

Have a shufty into the parking board - APCOA are very well known there and their scam letter chain is almost certainly there to view in the forum sticky.
So just ignore them and tick the scary letters off one by one.
