I think that sounds perfect!
I found out a few years ago that my mum had never had a xmas stocking, so when she was with us for xmas, we made up a stocking for her. She was quite moved by the gesture.
I'm sure your friend will really love what you're doing for her. It's not just the gifts, but the thought behind them.

For the card, how about "I so wish we had been friends 3 years ago, so I could have been there to remind you what a great person and a fantastic mum you are. We are friends now though, and I couldn't be happier to have you in my life, and to be part of yours! To an amazing woman, and to friendship, love X".

That is a lovely idea and I think that anyone would appreciate such a caring gesture, the words you have put down here sound just fine to me and i know if someone done that for me I would be over the moon.

I think linking it to the birth is a bit odd, to be honest. sorry.
You don't want to make her feel uncomfortable, so get her the balloon and the egg and a card with a simple "Happy Easter" card with a "little note to say I appreciate the time you spend being my friend" type note in it.
She will "get" the sentiment behind the balloon without you having to explain

Good friends and neighbours are few and far between and like you I'm so fortunate to have both. You obviously listen and build on what you hear. Your gifts and words are just right, they're from you and your heart, no need to look for anything else.
As others have said though you'll need to keep the tissues handy if my experience is anything to go by. My two closest friends and I were chatting about everything and nothing one day and one said she'd not had a napkin ring when she was baptised. I bought her one engraved with her name for her 60th birthday and oh dear, did she blub!
