Council property, neighbour from hell.

Not sure how much more i can take really.

Ok so the past almost 2 years my neighbour has had a hate campaign going on, against me.

You see as far as they are concerned (this will be the little old lady who has tenancy and her boyfriend) I should not be living in my home.

They are built for the elderly and disabled, i am not elderly and as sure as eggs are eggs as far as they are concerned i am not disabled. I have MS

2 (almost) years of abuse aimed at me, from the old woman, and both of them belittling me and my family every time we were in our garden and they were in theirs, each and every time, we stayed silent.

Between our properties is a spare parking space, 3/4 on my garden 1/4 on her garden, first thing i did when i moved in was ask the council what the space was for and whom did it belong to, the council at the beginning weren't sure and had to ask the builders (bovis) in the mean time we treated it as a communal parking space.

My neighbour decided that no it was her's and any time we parked on it, or rather my parnter parked on it at night to care for me, she would start, banging on the window shouting mine mine mine, this would be every morning that he would be here driving off to work, so not every day just days when i was bad.

Roll on to early this month was i managed to see her pass my garden and i called out to her to stop, I told her i knew what she was doing and it stops right now, This little old lady told me to F off. went into her home and sent her boyfriend around to have a go at me,

The conversation got heated, him shouting, me not getting a word in, to the point i blew and i really shouted, i told him some home truths about what she had been doing whilst he had been at work, which, he was lost for words, so changed tactics and told me i wasn't disabled, i was faking it, as i am not in a wheelchair every time he has seen me.

By this point my son had asked him to stop swearing, which was replyed to with a barrage of all sorts of swearing., and so my son called the police, who attended and told my neighbours to back off and leave me and my family alone, that what they have done is a hate crime, and they should be lucky i hadn't gone for pressing charges, just to ask them to leave me and my family alone.

All has been quiet for a few weeks until the weekend, when we found they had installed a CCTV camera, pointing in my garden, we were not mistaken, it wasn't pointed in their back garden at all, just in my back garden. I noticed something small but didn't click on Saturday when sunbathing and noticed it again yesterday, but it wasn't until my son and partner came in that i mentioned it, we all went to where i said i thought i saw it, and partner confirmed it was a cctv camera with infra red, connected up to an AV lead.

Partner told me to call the police (PCSO's) , which i did, who confirmed that yes it was CCTV and no i wasn't imagining it, and it was just pointing in my garden, the lovely police women paid my neighbours a visit and told them, to delete any recordings of me or my family in my garden, and to move the camera to their garden, and that they will be back today this afternoon to check that this has been done,

I told the police that i think that even when told previously by the police that i was disabled and they even explained what kind of disability i had, my neighbours have it in their head i am not, and perhaps they are trying to catch me out. To be honest watching me slowly potter in the garden talking to my dog, must be very boring for them.

but another worry is they may be also filming my other neighbours garden with their grandchildren in..

The reasons given by my neighbours about filming my garden was :-
Him, It's not set up yet, only just gone up
Her, It's been there since they moved in 2 years ago :eek:

Its going to film their grandchildren on the trampoline (the giant ones with netting, right up against the boundary fence), so they can all sit inside and watch them on a monitor :eek:

Actually they were all in the garden on the Saturday with the grandchildren, the kids on the trampoline, they were not left unsupervised, and the camera was there, not filming them, but my garden (only i didn't know that at the time) i was sat down trying to train my dog not to be barking at the children when they were playing, dog did well as i had some favourite treats of his to keep him occupied.

But how far is this going to go...
I don't feel comfortable here anymore, but then again why should i be forced out of a home especially adapted for me and other disabled people in mind.

    Have you contacted your Housing Officer over this? At the very least contact your HA and get a complaint logged with a reference number. They will be the best placed to help as it looks like there are some clear tenancy breaches by your neighbours.

    Ok firstly - The bit in bold above - That is a VERY serious accusation and if that was a real concern for you i would assume you would have reported them for this, and not for it aiming in your garden

    The parking space, Unless it has a permit then anyone can park there, you, next door, the bloke2 miles down the road etc There is nothing ANY of you can do if the car is taxed/mot'd and insured PROVIDING the space is not allocated

    CCTV - The police have already dealt with that so let it go. If you see it pointing at your lawn again, do exactly what you did last time and ring the police

    If they really are upsetting you then ring the council, get a log and make a note of EVERYTHING they have done you (Times/dates/what was said) I would even carry a note book with you then when she starts, pull it out along with a pen and write everything down. When she asks what you are doing tell her you are creating a log for the council. It will either go one of two ways, she will either stop and back off, or she will carry on and you just submit the log to the council

    Take contact to the council/ housing officer and complain and ask if they will arrange a mediator to be assigned. Recording you on your property is not allowed, and from how im reading it, she may be 'trying' to catch you out or just spying. Silly people.

    We had a problem with a neigbour that though it was hes right to practice electric guitar at 2-4am every day. It took a couple of months of filling out note-sheets the council supplied and several appointments with him before he stopped.

    Hope you get this sorted.

    This sounds awful for you but I can't understand why you've not involved the council if it is, as you say in the title, 'council property'.

    Your neighbours will have signed a tenancy agreement (assuming their property is also council-owned) and by causing neighbour nuisance (so severe that you have had to call the Police) they may well have breached that tenancy agreement.

    Sorry after my long post i didnt say about the council's envolvement.

    My housing officer has been fantastic, the hate campaign that was reported to the police a few weeks back i sent a 7 page word document to the housing officer, we have spoken about it and she sent me a log book to log further issues, yesterday's went into the book.

    and again last night i emailed her again with pictures of camera, so housing are up to date with what has been going on.

    As soon as i clicked that it might not just be my garden i did go straight to the neighbours and told them that the police were on their way and not to let their grand kids play out without clothing and unsupervised (they never do)

    OH thinks i might be over reacting but also believes it is possible as i used to work with offenders of ... well we won't go down that route, i might be over reacting BUT have told the neighbours just in case. I am hoping that if there is any filming that the police just dont tell him to delete it, i would prefer they seize his pc and check for themselves, then there will be piece of mind all round

    It sounds like you've put up with hell of a lot before flagging up your neighbours' bad behaviour but at least the council are aware now.

    Maybe just a warning from the council to the neighbours will stop this harrassment - I hope so anyway.

    They have had a letter telling them it is unacceptable to do what they have done, and then the CCTV thing happens. :(

    Then hopefully, the council will write again in stronger terms and maybe give them some sort of ultimatum about their behaviour.

    I do hope you don't have to put up with this for too much longer.

    Did the HA recommend or offer mediation?

    It's the only other option I can think of, and has been surprisingly effective for a lot of neighbour feuds (I know this is a campaign against you, but they probably view it differently for whatever reason).

    Other than that, the logbook is a great idea.
