Before I stopped I used to travel to get my Cigs. Obviously the best way is to stock up with as many as you can afford while on Holiday. This means the price you pay is the total price, no overheads.
As mentioned above, if you live near a Ferry port then all the better. Cheap Ferry booked as many times as covers your needs.
Alternatively look at your local airport for cheap Ryanair flights. Find the cheapest country for Cigs that they fly too, then book your flights well in advance at the cheapest prices. Book as many flights as you need to bring back enough Cigs to cover your year. To keep costs down try to fly out and back in as short a time as possible, same day if flights times allow. If you have to stay then cheapest accommodation near the airport.
Portugal is probably cheapest EU country for major brands. Eastern Europe if you are looking for more obscure but cheaper Cigs brands.
I'd like to add. Avoid buying what may appear to be cheap "imports" in the UK. Apart from the ilegallity which is up to your conscience they are usually very poor fakes.
If you are offered any Major brand here for under £45 then they are fake. I see a lot of "duty free" Regal being hawked around for less than £40 these are fakes ALWAYS. They are simply packaged in this way to make the price look attractive and give a reason for said price.
The people who sell these things are not in it for your benefit, they are in it for money and will try to get as much as possible for their product, so if they are selling them here for less than you can buy them, or even near the price you can buy them in Europe then they are definitely fake.
I find it really fuuny that people buy fake Cigs just because the packet says "Embassay" or whatever. A packet costs pennies to make. They would be better off buying legit Cigs but a cheaper brand.0 -

Despite living about 4 miles from the ferry, we always go via Dover, you have to go East, either this side or through France to reach Belgium, so it looks like a 600 mile round trip for you either way. French prices not much different to here now.
Dover-Calais is much more friendly for the day trip, much cheaper crossings, ferries every hour, only 90 mins or so on the boat.0 -

I do wish that Non Smokers ( of all descriptions ) would keep they`re opinions out of topics like this one , nothing to do with you and you make no valid contributions to a valid topic !
I do not drink so if i see a topic about drinking i do not even go to look never mind spouting my opinion on it .................

It’s a good holiday, and better still, it’s free. We get through about 90/day between 2 of us, however both work with a lot of smokers, so don’t smoke that heavily. £1250 in 2 days!

The guidelines isn't 160 cartons, it is (was) 16 cartons or 3200 cigs per person.
The amount saved is nearer £33 a carton based on £70 a carton here so 16 x £33 = £528.
£33/carton saving? I think you’re going to the wrong country!

I bought a carton of Marlboro Lights (for a colleague) on an Ethiopian Airlines flight for £9 (actually £10 as they didn't have change) - as it is duty free you're theoretically only allowed to buy one.
