Can orange tell if a customer has blocked someone

I didnt want to phone them yesterday for some very specific reasons, but it turns out their phone got stolen the other day and they had to replace it and had got their old phone/number terminated. They had none of their contacts available to back up their phone til last night

I also phoned Orange back and they confirmed they CANT tell if a customer has blocked a number as thats a handset setting, not an account one
Theyre going to contact Orange direct about the fact their staff were so quick to pass over information about things0 -

I am no expert in BBs, but I just googled for 'blackberry app block sms' and...
However, as I said, apps don't block texts phisically. They just silently receive and delete them.0
