You could of course supply a 1kw immersion heater via a 230/115 stepdown transformer when it would only draw 250w (plus transformer losses).

The screwfix transformer (& similar models avaiable elsewhere) have a peak rating around 3 KVA or a continuous rating of something like 1.5KVA - ample for a derated 3kw immersion heater drawing 750w. Secondhand ones via eBay are usually in the £20 - £30 bracket.
The things are relatively cheap because there's a big demand for using them to supply industrial power tools requiring a 115v CTE supply on sites where there's really only a 230v supply available.
Try specifying a similarly power-rated transformer for (say) 150v and you'd get a nasty shock (sorry about the accidental pun) and an even bigger one if you thought a variable output voltage would be even more useful.
