Only pondering, but might be down to the default losses on PVGIS climate. I was once told (3 years ago perhaps?) that these were a little high and suggested changing the default to 10% (from 14%). [PVGIS classic was even worse in my case.]
My ESE systems are affected by a chimney, but still come out pretty much on target, and the inverters are not very efficient (94% & 92%).
My WNW has a lot of shading, but tends to beat the target (just) but SolarEdge helps with the shading, and the inverter is very efficient (98%).
My worst year was 2012 with 99% of target, so I think the 'pessimism' of PVGIS balances out my shading issues .... possibly!

Answer is quite obvious : their panels are at a different location, maybe even pointing in a better direction. Ask them how their outputs compare to their PVGIS forecast.

Think I will stick with my installers projected Gen figures; chances are they are more exaggerated than under estimated....... being 818.4 O's per year (163 Hawaii's + .68 O's). First year did 974.4 O's; year two did 1005.32 O's; this year to-date have done 912.36 O's, with over two months to go....That'l do me Tommy....

Just back from Ibiza, wish i'd taken my panels with me, wall to wall sunshine for a full 12 hours a day, 7 days a week !!(sorry folks, had to leave the sun their for all the other paying holidaymakers...lol)
Anyhow, August shaped up as expected for me with my SSW hitting 103 O's.. that is above PVGIS target so not too dismayed.
First 3 days of this month so far is averaging about 2.5 O's, I've not checked my other systems as yet but would expect them to be pretty much along the same lines.2 kWp SEbE , 2kWp SSW & 2.5kWp NWbW.....in sunny North Derbyshire17.7kWh Givenergy battery added(for the power hungry kids)0 -

When in Spain on holiday earlier this year we saw a huge solar energy farm next to the road. Makes a lot of sense, it was basically nothing but sunshine for 12 hours a day.
In home news, we installed a 3kW system 4 years 9 months ago and have generated 9800 units (aka over £4000 in FIT).0 -

We got 3.59kWh = 1.49 O's
Got rid our standing charge by having our gas meter removed!!!
Not an option for most though. We have wood burners for heat and hot water.
