i think it was OFCOM who said that for personal number services of 20ppm or more there is now (from 1st sept 07) a legal requirement to state that it will be charging you X amount or 'at least X amount'

A May 2008 update to this thread (purely because I couldn't find anything on the internet with regard to this specific number; but I suspect it is exactly the same thing).
On 20/05/2008 at 1822 I recieved a 'one tone' from 07053500466. The call was clearly never meant to be answered as it rang off extremely quickly.
The annoying thing is that I have had the same number for 10 years and never had any problems before moving to Orange at the beginning of this month. I have since (and we are talking in the last fortnight here) heard from 3 different marketing organisations. The first day I was with Orange I asked them to lock the privacy of my number and not to make it available to their directory or any other marketing sources. I have been told this has been done.
I last 'ported' my number 19 months ago from Vodafone to Tmobile and didn't experience any problems as a result.
I can't help but feel as if this time, somehow, in the porting process my treasured number has been released to some sort of public forum of scam artists and tele marketing monkeys that for some reason get paid to reel off a succession of either lies, miss-information, or for some reason know less than I do on the chosen topic and insist on hammering home their points without actually engaging in conversation and consideration of any response or comment to their chosen points.
These businesses are honestly doing nothing but hold back civilisation and give those that actually care about anything they do yet one more hurdle of idiocy to contend with.0 -

Its an 07053551974 I heard the 'click' of the transfer and began to get suspicious, so hung up. As others have said its annoying as I've had my number for around 10 years and I'm usually very careful about giving it out to anyone, so I annoyed and also about ringing back numbers I dont recognise. There was no answer or recorded message, hmmm, what can I expect to be charged!
There are no reasons why BT, OFCON etc allow these frauds to take place. When I get my phone bill maybe I should forward it on to ofcon to 'regulate'!0 -

Why not report it as the more people who do it then something will hopefully be done about it. It isn't ofcom, but ICTIS(phonepayplus) who should investigate.

Has anyone suceeded in stopping these calls? I am with O2 Pay and Go and have had the same number for nearly 10 years.
I could put up with the missed calls at forst when they were just twice a day but it has been over a month now and it has risen to 12 missed calls a day! When I call the numbers back it just rings and I am only charged a couple of pence. It's driving me mad!
Has anybody reported it to ICTIS(phonepayplus)? I think I am going to have a go! I can't take it anymore!0 -
i've had 12 callls since 7am from 07059588164, called them back once and got the "hold" message.
I've reported them to Ofcom and Phonepayplus who say it's a company called Starcom on 08700 191919 ... but guess what, no reply or ansaphone,
Then I got a call from someone saying I'd made silent calls to his mobile and that my number had come up. He wouldn't accept my denials and we ended up having a shouting match.
Very odd indeed. If this continues I might have to change my number.0 -
Called Phonepayplus again and they gave me two further numbers for Starcomm and a company who leases phone numbers ... first one
01937870000 gives same answerphone music and message as the original 0705 number, second number
02078716968 no longer in use.

I got an email scam - you know lottery win etc with a phone number below.
I knew it was a scam but was tempted to phone the number just to see if it was real - I only rang for 5 seconds, heard a voice and ended the call - I withheld my number. o2 charged my 4p for the 5 seconds. I sent email complaint to o2 to find out his was a so called personal number.
Anyway that was about 3 weeks ago - got another scam email, this time "coca cola win or something" - another number. I got in touch with phonepayplus and have lodged a complaint and am awaiting a reply.0 -

I answered quickly, and said I was reporting them to Ofcom, THEN the number changed to the mobile number. I'm reasonably sure of this. The caller claimed I'd rung him and several times asked my name .. this I think is suspicious, plus the fact that although he was sounding indignant it didn't quite ring true. I've since rung his number back a few times, letting it ring just a couple of times most times and treated him to a silent call and he hasn't rung me back nor has the original number rung again ... so I think he's a scamster.
I could be wrong, so I'm not going to post his mobile number, but that's what I think, so be suspicious of any strange phone calls.0
