            The reason the SE is running short isn't just down to lack of storage and wastage. The huge amounts of concrete and tarmac covering the ground are making it difficult for the water table to replenish when it rains. That's why you're seeing rivers dry up etc. The only answer is better distribution and that I'm afraid does mean canals from the north and Scotland down to the south.
 Of course stopping the wastage from huge leaks is always a help.0

 LOL that made me giggle. OK; so there are some foolish successful people in the world, I am sure you will be bowing down to their humanity to their fellow man and admiring them from afar (for 30 minutes or so maybe) good luck to you!
