That means the phone is already hardlocked, the only way to unlock it is to take it to your local car boot or pro unlocker who will use cables and hardware to unlock it. Will cost about £5

Thankyou you for your quick response. Input first code, said restriction was off. Inserted Sim but still had error message. Input second code and it worked. Great.
