I'm guessing the confusion is about buying something ie making a purchase from ebay & paying via paypal, which should not attract any fees.
OR adding cash to your paypal account from your card which is entirely different to making a purchase & would probably attract the above fee.
I specifically asked if this applied to eBay purchase and was told yes any pay pal transaction is a cash like one from 28 May.Start info Dec11 :eek:

Just got off the phone from the relationship manager after logging a complaint for getting all sorts of different answers. she was able to confirm that Paypal transactions are not considered as cash-like payments. what is basically changing is the way they will charge from may. people using cash like payments-for example withdrawing cash abroad, buying cash using your card will now only pay this 2.99 %instead of 2.75% but no any other fee on top of that. all purchases made within the uk-paid by pay pal, amazon etc are staying under purchases and won't be treated as cash like payments. so those who uses their cards to withdraw cash will benefit from these changes.
I wish they would be consistent.
I specifically emailed barclaycard to ask about paypal and was told YES it would be charged a fee now!0 -

The bit in bold is strange considering it contradicts the new terms & conditions they sent out the other day:

You need to email them say 5 times at different times of the day, and then take an average from the different responses you are likely to receive...0 -

I've received notification of the change in terms too; here are the responses I've received from Barclaycard:
Thank you for your email.
Cash like transactions have historically been treated as a purchase
transaction. Given these transactions having more in common with cash than
purchases, these will be now be treated as cash and so the following
transaction types will attract the associated transaction fees:
· Gambling ? Sterling gambling transactions will be charged at the cash
interest rate, incur a cash transaction fee of 2.99% (minimum fee does not
apply) and receive zero grace days.
· Non Sterling gambling transactions will be charged at the cash Annual
Percentage Rate, incur a non-Sterling transaction fee of 2.99% and receive
grace days. No cash transaction fee is applied.
· Sterling foreign currency purchases, money orders and wire transfers will
be charged at the cash rate, incur a cash transaction fee of 2.99% (minimum
£2.99) and receive zero grace days.
· Non-sterling money orders and wire transfers will be charged at the cash
rate, incur a non-Sterling transaction fee of 2.99% and receive grace days.
No cash transaction fee is applied.
I would also like to inform you that Cash Fees and interest will only be
charged on transactions made through PayPal classified as either a Gaming
(Betting/Gambling) or Money Order/Wire Transfer.

In reply to your query, I would like to inform you that transactions are
given an identifying code and it this code which is used to determine how
the transaction is treated and what transaction fee is or isn?t charged. It
is possible for retailers to have several transaction codes depending on the
types of products/services they offer but the code used is determined by
them and their bank. As such we are unable to advise you in advance how a
transaction will be classified. All we can advise is if the transaction is
submitted by the retailer and it is classified as either a cash withdrawal,
gaming, betting, money order, wire transfer or foreign currency purchase
then the transaction will attract the cash transaction fee.

Still no clearer, but I'm contacting PayPal, Google Wallet and JustGiving individually. I'm not expecting much clarification from them either.0 -
I've just had a lengthy conversation with Steven Mackinlay, Barclaycard's Web Relations Manager. Hopefully, I won't misrepresent what he said, but in summary:
- most transactions from corporate vendors involving PayPal or Google Wallet as intermediaries should come through as purchases, and thus won't be affected by these changes, unless the vendor is registered as a gambling outfit, in which case, they will be treated as cash.
- Purchases from private individuals via PayPal or Google Wallet are a very grey area. It's expected that most will continue to come through as purchases. Contact Barclaycard customer services if you get an unexpected charge and ask for it to be refunded, I guess.
- Purchases through the Android Play Store are a very grey area; it would appear to depend on whether the app developer has registered as, for example, a computer software manufacturer, or whether they're an individual using their personal Google Wallet account.
- Donations, via PayPal, Google Wallet, and sites like JustGiving will probably be caught by these changes. It might be best to use a debit card for these sorts of transactions, especially if the donation amount is comparable to the £2.99 minimum charge.0 -
I've just had issues with Barclaycard over this, hubby uses mainly Bet 365 and had incurred som charges. I didn't know about (or had probably read/forgotten about!!) these new charges until I checked my statement yesterday. I queried some charges for transactions made before the start date of 28th May, which they very kindly decided to cancel - what they did point out to me was that any transactions on betting sites would incur interest from the date of the transaction as well as the initial charge, this was regardless of whether you pay the amount in full each month! Hubby will no longer be using Barclaycard on any betting sites! After around thirty years with Barclaycard I am now seriously considering a change :mad:0
