Just thought I would add my emergent experience re the above.
I was driving my wife's car and overstayed the 1 30 mins in the "free" car park by 26 minutes. The reason being is that I took my old mum to the doctors (the car park covers the health centre as well as Aldi's) and her appointment was 50 odd minutes late! Didn't think anything had been contravened as no "ticket" was on car when we returned. Didn't know it was Parking Eye; thought it was 2 hrs free anyway.
So now the wife has received the usual photographic PCN. Following all advice I SHALL IGNORE..... but I have to convince the wife to stay calm its all bull**** ; she wasn't the driver, and eventually they will go away.

She is, of course, but in this case she probably just needs to see the proof! Here it is from a fellow wife and Mum (me):
When dealing with "tickets" from private parking companies (PPCs) our advice for tickets received up until the end of September is to ignore them as long as it's your car (not a company, hire or lease car). The registered keeper will just receive the usual threatograms and can play a nice game of snap with them.
In your case if your Mum has a long-term medical condition adversely affecting her mobility or daily living, then they have actually breached the Equality Act 2010 by not allowing extra parking time (i.e. in a free car park where able-bodied drivers and passengers get one and a half hours, in law if she meets the definition of disability, she could need longer). But that's by the by, because you don't need to do anything.
There is NO APPEAL worth attempting, for tickets issued before October. It's all a scam and you'd be wasting your time just to get more threatograms pretending you owe them some of your hard-earned.

Thanks to Coupon Mad for advice. My wife was saying why not send a letter (using the available templates) saying she was not the driver.
My stance is just to keep ignoring whatever they send. Would you agree?0 -
Nothing to be gained from writing to them. They will reject your "appeal" and the letters will continue. Why would they let you off? People like you paying them is their only source of income! Just ignore.Je suis Charlie.0

Seconded, absolutely not worth it. Tried by other people for years and the PPC always just reject and then revert to the threatograms (as shown in pics on the thread I linked). So it's a waste of a stamp.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

reading all the comments this parking eye is it a scam cause i answerd their letter which i replied saying i drove into their car park in thorpe rd Peterborough thinking it was still a restraunt,myself and wife she went up and checked the door we were in the car parrk for 17 mins they sent me a letter with my car regt and timings going in and out and they sais 17 mins
i sent a letter to theyre appeals dept stating this
could someone please advise what i should do

Of course it's a scam! What on earth makes so many people think that a piece of paper which impersonates a parking ticket is somehow legit and scary. It's just like a phishing email and they aren't scary! They will give up when you do not respond again to their laughable debt collector threats.
Just play snap with the letters aginst that first link - it's easy, I have done it twice myself and would very happily collect more if this rubbish.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
