Given that £26000 is the cut off give or take for WTC and CTC, and that 2 are working, on the assumption that housing bills in london are in the region of £1400 a month, totalling £17000 that leaves an income for living of £9000 for 2 adults and 2 children...
Take the same for the other party, subsidised housing, claiming WTC CTC etc, and you could say that working for 2 days a week for extra money as the bare minimum to be able to keep the benefits, and i would bet money that they are not far off the same disposable income...!!! difference is the morals and 2 people in full time employment and one playing the system...!0 -

And is there any chance that he could be employed or paid in the country that he is working if it is the same place all the time...?
I ask, as if he is employed abroad then he can change his status to living abroad for tax purposes giving him a NIL income in the UK and he becomes unassessable....
It doesn't however remove the moral responsibility he has, but it may be an option for tax purposes as well...!!!
But along with this, you have to understand there is something called REMO which means he can be liable under law in the country he is employed.
The other side to this, is that you would be eligible for WTC and CTC as you would for the purpose of your situation be single in the eyes of the benefit system... Even though you are in a relationship... That is what happens with the lovely system we have in the UK, it leaves it wide open for abuse, but also for manipulation by people who tried to be honest....!

Wondering if the new Universal Credit that is coming into force will take any payment from nrps to pwcs into consideration before issuing benefits to pwc..............I do hope so0

It seems debatable if the OP and her partner are "just over the limit" or if not all income is UK declared and the earnings are higher. This may also explain the huge jump in going from zero assessment to a low-normal assessment level (and how odd it sounded going from benefits as another poster assumed -to been in a position to need a deposit on a house-this is a more understandable scenario Most people after 4 years on benefits would need time to be considered mortgage-worthy-If the OP's boyfriend worked but income was paid outside of the UK it wouldn't be as difficult.
Seems like the OP may have played the system in the past to avoid paying child support and this thread is really about her wanting to continue to do this -Really it's beyond me-My ex was offered the chance to transfer to the US and we talked about it -even down to the logistics of handling access visits as our son was too young for us to be comfortable with him flying alone-and he made it very clear that if he took up the offer just because he legally could avoid paying for his son he wouldn't dream of doing so . He has his faults -but he's a good Father and a decent man-and despite the number of absent fathers and their partners we see here trying to weasle out of supporting their children-I like to think he's in the majority.I Would Rather Climb A Mountain Than Crawl Into A Hole

Why ?
The system was only changed recently from that - the reasoning been that if a parent was getting the same amount regardless more fathers didn't pay and more non working mothers didn't claim CSA as they got the same amount of money regardless . Of course the system was far more open to abuse than the current system. Naturally that also meant there was no financial incentive for mothers with care to return to work .I Would Rather Climb A Mountain Than Crawl Into A Hole
