Another dumb user + smart phone scenario
Why not put the phone into offline mode if you want to play with apps?
Even incoming calls abroad are not free with UK SIM. So, surely inserting a local SIM would have been much cheaper option in the first place?
Much as I agree with you, read OP's 2nd post on this thread that explains why he removed local sim." i unlocked it use a local sim, but data would not work on it. hence when i put my original sim back in I forgot to switch off the data roaming."
So it looks like he was aware of potential data costs, but had a lapse of memory and forgot to switch it off after doing whatever he needed to do when he switched data back on.0
