Speed Awareness Course completed but now 'conditional offer of fixed penalty' letter?

    If you look at post #32 you will see that from April 2009 EU licence holders do not require a paper counterpart to accept a Fixed Penalty Notice. By the sounds of it you have been sent the standard letter as, if you had declared on the original notice that you had an EU licence, they should not have referred to the counterpart.

    I suggest that in your letter you plead guilty, accept the fine and note that your EU licence does not have a counterpart. The DVLA will then just setup a "ghost" UK driver record in their system and add the points to that.

  • I'm glad that you did. However, and whilst they may avoid the fine & penalty points, I've noticed, when searching for insurance quotes each year, that more and more insurance firms are asking if you've got any points or have attended any SAC's.


    I have already informed them and they have it noted ready for when my next renewal comes up :)

  • Whoops, I never updated you (sorry, my bad).

    Tried the number on the letter the next day and at the end of every single option (press 1, press 2 etc) everything was a recorded message with no option to speak to a human.

    Had to ring the main police number and beg them to put me through to someone.

    When we finally got through to the department, they did acknowledge it was a clerical error. One computer system doesn't talk to the other and needs manually updating and on this occasion it hadn't been done.

    The woman who DH knew who had been on the course also received one. She didn't receive it the same day he got his but then it arrived the next day.
