I'm not failing to co-operate, if he wants to go through insurance that's up to him, he doesn't need any information from me, we exchanged details at the roadside surely he can go to his insurance and they will contact mine.
Hes going to get an estimate next week for a new bumper, really don't want to phone insurance because it will just increase the price again this year0 -

So how are you going to defend against his claim for a new bumper??
As you have already been advised, you first of all need to contact your insurer and inform them of the incident.
This could escalate - eg the third party claim may or may not be genuine, but if/when his claim (which could end up with PI as well as damage) lands on your insurer they are certainly going to wonder why you neither co-operated by giving your insurance details nor complied with your policy conditions on reporting incidents to them!0 -

Im going to wait and see what he comes back with, i just find it weird that it been over a week to find something witch he describes as clearly visible and quite large crease on his bumper when he got out and checked his car and was happy there was no damage , he only took my details because he said there might be damage underneath. Surely an insurance company is going to think why has it taken a week to claim about something cosmetic0
