Basically the OP's girlfriend admitted to a criminal offence to the TV officer. The TV officier will go to court and confirm this and there is nothing that can be done.
Seems very unfair - and it is. Those who know the law and how to dodge it will get off and those who do not will be caught - if the do not have a licence that is.0 -

When I got the summons, I called them to tell them the name was wrong & they said "We'll just change it on the docket & send you a new one".
You shouldn't have phoned them
What you should have done is write "NO KNOWN AT THIS ADDRESS" on the unopened envelope, and popped it back in a postbox.0 -
