OK an idea for this particular case - the link to the website - could that be made a banned swear word so that they couldn't put in that particular link making it pointless? Or even part of it such as worldsport?
(Not tried testing to see if there is a swear filter on here but there normally is on most forums.)0 -

If only Martin Lewis would file accounts with Companies House, we could then see how many millions he is making for himself and not spending on his site
The easiest way to limit spam from new accounts is to prevent more than 1-2 posts per hour for the first few days for all new users. It is very easy to do with the forum software MSE is using. There is always the same keywords in the title though surely they could be banned - very few MSE genuine users put PC to TV Online 2012 or what ever he puts in their title0

Fortunately, this is just one site being pimped in this way. But I fear that this is the shape of things to come. Email spam has had its day. OK it still goes on, the responses used to be 1 per 10,000 or 100,000 spams. I bet it is at least 100 times less now. Which means that if everyone in the world was spammed, there would be between 500 and 5,000 responders. Hence determined efforts to spam forums such as this.

I do agree think there should even be some software to prevent a person posting so much in a time limit, If it was one spam post its bad enough, but when there are almost 2 pages of the same post posted wothing 5 mins, you think a warning flag would come up and automatically report it, and delete it. maybe even if someone starts 5 posts on a forum in 10mins then even just send them to be checked by a mod before posting
